C.O.P.P.A stands for Children's Online Privacy Protection Act

COPPA

COPPA is a US law that governs how websites gather personal information about children under the age of thirteen. It details what a website operator must include in a privacy policy, when and how to seek verifiable consent from a parent or guardian, and what responsibilities an operator has to protect children's privacy and safety online including restrictions on the marketing to those under 13.

Due to the large amounts of paper work and money involved in legal compliance, many websites simply disallow underage children. Wikia is one such company. When signing up for a Wikia account, you must accept Wikia's Terms of Use - part of this is saying that you are aged thirteen or over. If you are not older than thirteen, you have violated this agreement with Wikia. Such action is grounds for having your account disabled and/or a global block from the Wikia network.
